Frankford resident charged with theft from Girl Scout troop

FRANKFORD — A 52-year-old Frankford woman was charged with felony theft Thursday in connection with a Girl Scout troop, Delaware State Police said.

According to authorities, on Jan. 31 the Delaware State Police Financial Crimes Unit met with local Girl Scout troop representatives regarding a theft. Kelly Raab was identified as the former troop treasurer, police said.

Following a 10-month investigation, troopers discovered that Ms. Raab issued and cashed fraudulent checks in addition to making unauthorized payment card transactions during her time as treasurer with the Girl Scouts from January 2018 to November 2022, police said.

The total loss amounted to more than $12,000, police said.

Ms. Raab turned herself in to polie and was charged with felony theft over $1,500. She was arraigned by Justice of the Peace Court 2 and released on her own recognizance.
