Carney nominates next head of Delaware State Housing Authority

DOVER — Gov. John Carney has nominated Cynthia Karnai, deputy director of the Delaware State Housing Authority, to serve as the agency’s next leader, his office announced Tuesday.

The nomination follows the departure of director Eugene Young, who announced Feb. 8 that he would be stepping down from his cabinet post, effective March 8.

Gov. Carney’s choice will now be vetted by members of the Senate Executive Committee, prior to potential confirmation by the full Senate.

“Cynthia understands the housing situation in Delaware, and she’ll continue the hard work we are doing to create affordable housing options, strengthen neighborhoods, and help Delawareans become homeowners,” the governor said in a statement. “I am confident her years of experience within the Delaware State Housing Authority will make her a strong leader for the Department. I want to thank Cynthia for her willingness to step into this role, and I look forward to the Delaware State Senate considering her nomination.”

After joining DSHA in 2005, Ms. Karnai served in roles such as chief operating officer and director of housing finance for more than 16 years. She has been deputy director since 2022.

During her time at the agency, Ms. Karnai has spearheaded several initiatives, like emergency foreclosure assistance for senior citizens, low-rate mortgage rates for new construction projects and veterans, and first-time homebuyer federal tax credits. Further, in 90 days, she launched the Delaware Mortgage Relief Program for those impacted by the pandemic.

Following Mr. Young’s departure next month, Ms. Karnai will serve as acting director until her confirmation process is complete.
