DOVER — A 21-year-old Dover man wounded in a police-involved shooting Friday was allegedly seen reaching into his waistband while being pursued by police, raising concerns that he might have a handgun, according to authorities’ court records.

The sequence unfolded at approximately 1:18 p.m. when Dover police responded to a tip claiming an armed man was in the area of Division Street and Governor’s Avenue, an affidavit of probable cause said.

Officers of the Street Crimes Unit located a man fitting the description provided in the 100 block of South New Street, court papers said.

An officer attempted to contact the man, later identified as Terrance Fletcher, who fled eastbound through an alley toward South Governor’s Avenue before being shot, police said.

In court papers, an officer explained to a Dover Police Department detective that “he observed (Fletcher) reaching into his waistband while running away and his actions were consistent with someone running with a handgun tucked within their waistband trying to keep the weapon from falling out.”

As a pursuit of an estimated 60 to 70 yards concluded, police said, Mr. Fletcher was confronted in the rear parking lot of a business in the 100 block of South Governor’s Avenue, where an officer shot him once.

“A .38 caliber revolver was located by (detectives) in close proximity in a grass area just north of where (Mr. Fletcher) was located,” police wrote in papers. On Friday, police said the gun was loaded.

The gun was partially stuck into grass and mud, which police said indicated that it had been thrown away, according to papers.

“It appears that the firearm was just recently thrown as the grass was freshly cut and the mud upon the firearm was still wet,” authorities said

On Friday, police said that Mr. Fletcher’s injury was believed to be a non-life threatening gunshot wound to the upper thigh.

Mr. Fletcher, of the 100 block of North Governor’s Boulevard, was discharged from the hospital on Saturday and transferred to a Department of Correction facility, a spokesman said on Monday.

The officer involved was placed on standard administrative leave pending an investigation.

Police said the gun was discovered in an area where no other persons had been, other than those involved in the chase.

Fugitive from West Virginia

Mr. Fletcher was charged with carrying a concealed deadly weapon and possession of a firearm by person prohibited, and held on a $20,000 cash bond.

In court papers, police said Mr. Fletcher is prohibited from possessing a firearm since he’s a defendant in a felony criminal case in West Virginia.

The Dover man became a fugitive when he allegedly failed to appear in a West Virginia court on July 1, according to papers.

The case and arrest number was confirmed by the Martinsburg Police Department, documents read, and confirmed with the Berkeley County Prosecuting Attorney’s office in West Virginia.

Two men were charged with misdemeanor resisting arrest and disorderly conduct after arrests at the South New Street scene that was being investigated by police on Friday afternoon, Dover police said.

Authorities said some members of a crowd that gathered became hostile toward police.

Michael Benson, 40, of the 400 block of South Queen Street, and Eric Stewart, 23, of the 100 block of South New Street, were taken into custody.

Stewart was also arrested and charged Saturday after police responded to the large fight in the Manchester Square neighborhood (see story above).

Mr. Benson was also charged with offensive touching on a police officer.
