A bill being debated in the Delaware General Assembly would alter the timetable of states of emergency. Under current law, a governor can declare one, retain it up to 30 days, then renew the order indefinitely as many times as he/she sees fit. But House Bill 329 would allow a governor to call for a state of emergency for 120 days, then uphold it for up to 60 more. A longer duration would require approval from the legislature. Is this a necessary change?
