Police: Woman carjacks two vehicles in New Castle, kills pedestrian

NEW CASTLE – A woman allegedly carjacked two vehicles, causing several crashes and killing a pedestrian before being taken into custody Sunday.

Authorities said the woman, who was identified as 30-year-old Brittallia Semaan, of New Castle, carjacked a parked white Chevrolet Trax at 4049 New Castle Ave. after entering through the passenger side door. A 57-year-old man and a 66-year-old female attempted to remove Ms. Semaan from the vehicle but were ultimately unsuccessful.

Delaware State Police spokeswoman Cpl. Heather Pepper said Ms. Semaan then fled the scene, striking the 66-year-old woman, although her injuries were described as non-life threatening. Authorities said that before Ms. Semaan fled the scene, two juveniles who were in the backseat of the SUV, were able to escape the vehicle.

Ms. Semaan then fled southbound on Del. 9 in the SUV where she allegedly struck a 48-year-old New Castle County man south of Boothhurst Boulevard. The pedestrian was transported to a local hospital where he died from his injuries. Authorities said the fatal collision remains under investigation by the Delaware State Police Troop 2 Collision Reconstruction Unit.

After the fatal pedestrian crash, Ms. Semaan allegedly fled southbound into Old New Castle where she struck a 19-year-old female pedestrian in the parking lot of the SPCA in the area of South and 6th streets. Authorities said her injuries were non-life-threatening injuries.

Cpl. Pepper said Ms. Semaan then fled southbound on South Street before turning right onto Washington Street, where she then crossed the double-yellow line and crashed with a Maserati on Del. 141, just before the intersection of Del. 273. The driver, a 34-year-old Wilmington man, and the passenger, a 26-year-old Wilmington woman, sustained non-life-threatening injuries.

After this crash occurred, a person attempted to help, but Ms. Semaan allegedly fled and entered the backseat of a 62-year-old New Castle man’s Ford Explorer, where she was then told to exit the vehicle. After Ms. Semaan exited the backseat, she entered the driver’s side door and allegedly fled the scene with a 77-year-old female passenger. Authorities said the New Castle man was dragged a short distance but sustained no injuries.

With the female passenger still in the Ford Explorer, Ms. Semaan continued traveling south on River Road where she collided with the rear of a Honda Odyssey in the area of Hamburg Road. The 52-year-old woman who was driving the Odyssey, as well as Ms. Semaan’s 77-year-old passenger, sustained non-life-threatening injuries.

An off-duty Wilmington Police Department officer who witnessed the second carjacking and a former New Castle County Police officer apprehended Ms. Semaan at the scene where she was eventually taken into custody and transported to Delaware State Police.

“Delaware State Police would like to recognize and thank all of the good Samaritans who stopped and acted selflessly today to help render aid to those involved,” Cpl. Pepper said.

“We’re very fortunate that there was an off-duty police officer that witnessed the second carjacking incident, had been following her and had the opportunity to make contact with her after the mass collision occurred.”

Delaware State Police continued to investigate as to what led up to these incidents Sunday night. Cpl. Pepper said that even though it was unclear Sunday evening what charges Ms. Semaan will face, she will face a multitude of charges.

In light of this incident, Cpl. Pepper emphasized the importance of remaining aware and diligent while on the road.

“I would recommend being mindful of the whole totality of the situation, its very traumatic for individuals, especially those that don’t deal with crashes on a day-to-day basis, to witness this type of accident, so they might not be thinking about what else could possibly happen.” Cpl. Pepper said.

The identity of the deceased 48-year-old pedestrian was not released pending notification of next of kin.
