Two men arrested on drug charges after Dagsboro traffic stop

DAGSBORO — Two men were arrested on drug dealing charges following a traffic stop Tuesday, Delaware State Police said.

Police said that a vehicle with a suspended registration was stopped on Firetower Road at approximately 9:09 p.m. The trooper contacted driver Andrew Foreman, 27, of Dagsboro, and passenger David Mumford, 58, of Frankford and smelled the strong odor of raw marijuana coming from the car, police said.

Police said Mr. Mumford was found to have several active capiases, and he was taken into custody without incident.

The trooper searched Mr. Mumford and found approximately 5.32 grams of crack cocaine in his pants, police said. A vehicle search located approximately 259.74 grams (over 9 ounces) of marijuana in Mr. Foreman’s bookbag and over $3,600 in suspected drug dealing proceeds in the glove box, police said.

Mr. Foreman was charged with possession with intent to deliver a controlled substance, possession of a controlled substance in a Tier 1 quantity and canceled vehicle registration. He was arraigned and released on $2,050 unsecured bond.

Mr. Mumford was charged with possession offenses including with intent to deliver a controlled substance, controlled substance in a Tier 1 quantity and drug paraphernala. He was arraigned and released on $2,200 unsecured bond on these charges. He was ultimately committed to Sussex Correctional Institution on $737 cash and $1,099 secured bonds after he was arraigned on his capiases.
