‘The world changed that day’: Survivor of 9/11 attacks speaks at Dover Air Force Base

On Wednesday morning, the weather was tranquil in Dover. There was a slight breeze to keep cool but not a cloud in the sky.

It was much the same 23 years ago, on Sept. 11, 2001. And William Raff was working on the 82nd floor of the World Trade Center’s South Tower that fateful day.
