Speak Up: Dover committee OKs disputed pedestrian safety ordinance

Dover’s Legislative, Finance and Administration Committee voted 6-5 on Nov. 25 to pass an ordinance that would limit the occupancy of medians by fining those who loiter on them or who approach moving vehicles.
