DOVER—Retirees Investing in Social Equity (RISE) Delaware will hold its third rally Wednesday at Legislative Hall before both chambers of Delaware’s General Assembly reconvene.

The organization invites supporters to arrive at Legislative Hall by 3 p.m. before the start of the scheduled House and Senate sessions at 4 p.m. Guests are encouraged to wear blue and bring signs for the event.

On Oct. 19, RISE Delaware was victorious in court after a Delaware Superior Court judge issued a temporary stay on the state’s Medicare Advantage plan from taking effect on Jan. 1.

The legislature will reconvene to consider legislation that would establish a State Medicare Advantage Accountability, Measurement, and Reporting Subcommittee responsible for regular provision of the Medicare Advantage plan and create the position of a Medicare Advantage ombudsperson in the Department of Human Resources.

During the House session, RISE Delaware co-founder and retiring Rep. John Kowalko, D-Newark, will introduce a bill that would restore state retirees’ option of the state’s Medicare Supplement plan. The bill will require a motion to suspend House rules.

A number of legislators have signed on as prime and co-sponsors, including Rep. Madinah Wilson-Anton, D-Newark; Rep. Mike Ramone, R-Newark; Rep. Mike Smith, R-Pike Creek; Rep. Eric Morrison, D-Newark; Sen. Bruce Ennis, D-Smyrna, and House Minority Whip Brian Pettyjohn, R-Georgetown.

“This legislation will enable the State to comply with the court’s directive and assures retirees that they will have options to prepare for their and their families futures. If retirees choose the supplement option, they will be lowering the substantial risk to their healthcare access that the Medicare Advantage privatization edict puts in jeopardy,” Rep. Kowalko said. “Furthermore, this legislation allows the General Assembly to embrace its obligations to its retirees and reiterates the G.A.’s respect for those workers who have earned that respect.”
