New operator at Port of Wilmington finalized

WILMINGTON — Enstructure has obtained final approval to become the operator at the Port of Wilmington, the Diamond State Port Corp. announced Wednesday.

Legislative leadership and the chairs of the Joint Committee on Capital Improvement have signed off on the move. Enstructure will take control of operations in the coming days.

Speaker of the House Valerie Longhurst, D-Bear; Senate President Pro Tempore Dave Sokola, D-Newark; Joint Capital Improvement Committee co-chairs Rep. Debra Heffernan, D-Bellefonte, and Sen. Jack Walsh, D-Stanton; and controller general Ruth Ann Miller provided their approval Tuesday, following a unanimous decision by the board of the Diamond State Port Corp. on Friday.

“The Port of Wilmington and its workforce are critical to Delaware,” Rep. Longhurst and Sen. Sokola said in a joint statement. “Thousands of Delaware families rely on the good-paying jobs that come from our port. We look forward to working with Enstructure as the new long-term operator and investor in one of Delaware’s most important assets.”

Enstructure will take over operations previously led by GT USA Wilmington.

The incoming entity is a leading U.S. marine terminal and logistics company with a network of 21 locations.

It is committing significant capital investment into the Port of Wilmington. Enstructure estimates that, in the next five years, as much as $65 million will be invested into the facility, depending on growth.

As part of the approval from the Diamond State Port Corp., the company secured an agreement to work closely with the International Longshoremen’s Association, as well as a project labor agreement with the Delaware Building and Construction Trades Council.

Representatives of both spoke in support of Enstructure and its proposal at the Diamond State board meeting last week.

Enstructure is also partnering with the state on the potential expansion at the Edgemoor port, near Wilmington, where Gov. John Carney has committed $50 million in American Rescue Plan Act funding.
