I totally agree with Mr. Leroy and Mrs. Mary Bookhultz (“Hybrid owners being penalized with new fee”). My hybrid runs on gas almost 100% of the time. Why then should I be penalized? I do not pull in to electric chargers!
If the state feels the need and if it feels that it is losing money — when the public was almost pressured to buy the electric-and-battery hybrids — collect from the federal government!
