Horsey promoted to Kent County Levy Court Human Resources Director

DOVER — Trudena Horsey was named the new Human Resources Director for Kent County Levy Court.

She began her new duties effective Nov. 1, replacing former Director Allan Kujala who retired after 27 years.

Ms. Horsey demonstrated that she had the experience to lead the department and follow complex laws and regulations needed to manage personnel operations for the County’s 314 employees.

A native Delawarean, Ms. Horsey was born in Millsboro and educated in Delaware schools. She’s currently completing a master’s program in Public Administration at Delaware State University, and holds an MBA from Wilmington University, a BA from Wilmington College, and an AS from Delaware Technical and Community College.

“Trudy has worked hard preparing for this opportunity including pursuing a second graduate degree,” said Ken Decker, County Administrator. “We are confident that she’ll do an outstanding job leading Human Resources for the Levy Court.”

Hired in 2008 as an Accountant 1, Ms. Horsey has advanced through the County in several capacities. Since May of 2021, she has served as Human Resources Administrator preparing biweekly payroll, reports, training and supervising staff, and managing administrative functions for retirees and pensioners.

Prior to that, she was a supervisor in the Tax Office preparing annual and quarterly tax billings, reconciling tax revenue and disbursements, and preparing tax disbursements to the State and school districts.

In addition to her academic achievements, Ms. Horsey has certifications with the International Public Management Association for Human Resources and is a Certified Labor Relations Professional.
