First State’s hazardous-material emergency plan in place

Delaware’s preparedness for a hazardous-material emergency is “second to none,” according to Colin Faulkner.

Kent County’s director of public safety said an event like the one in East Palestine, Ohio, on Feb. 3 would be swiftly addressed.
