EPA accepts complaint challenging biogas project near Seaford

The Environmental Protection Agency on Friday accepted a civil rights complaint against the Delaware Department of Natural Resources and Environmental Control for discriminating against neighbors of Bioenergy Devco’s proposed anaerobic digester during its review process.
