During protests, grieving family urges an arrest

CAMDEN — As supporters Wednesday publicly called for an arrest in the death of a 3-year-old boy struck by a vehicle Aug. 8, police continued to investigate whether charges are indeed warranted.

Family and friends gathered outside of Delaware State Police Troop 3 to spotlight the death of Kasai Bull, the victim in a hit-and-run collision on South State Street, according to authorities.

There were about 25 attendees at the beginning of the event, and the crowd grew to about 50 within an hour as they passionately voiced concerns about the situation.

Kasai’s cousin Donnell Singletary served as a spokesman for the family and said attendees turned out for “Justice. I think what happened was negligence on (the driver’s) behalf.”
In a news release, police said the child was running across South State Street when struck by a vehicle at approximately 4:04 p.m.

Police later located the driver involved, who they said in a news release “fled from the scene.”

Regarding an update on the investigation, Delaware State Police spokeswoman Cpl. Amina Ali released a statement saying, “The Troop 3 Collision Reconstruction Unit Detectives are investigating the collision and working tirelessly to gather all information and evidence needed for a thorough investigation.

“Detectives continue to work in collaboration with the Attorney General’s Office, and we are committed to providing support and updates to the immediate family during this difficult time.

“Since the onset of this investigation, the community has been extremely helpful, and we are continuing to seek the public’s help.

“We understand that the community is concerned because an arrest has not been made. Our hearts go out to Kasai’s family during this difficult time. The circumstances of this fatal crash are complex, involving multiple factors that require meticulous investigation.

“Our priority is to ensure a thorough and accurate process. Evidence collection, witness interviews, and technical analyses take time and are ongoing. Rushing to make an arrest prematurely can compromise the integrity of the investigation.

“We want to assure Kasai’s family and the community that we are committed to due process and fairness. We will continue to provide meaningful updates to Kasai’s immediate family as the investigation progresses.

“We appreciate our community’s continued assistance and understanding as the investigation progresses.”

Cpl. Ali said anyone with information on the collision could call Detective J. Lane at 302-698-8457.

After gathering at Troop 3, attendees moved to the Delaware Department of Justice office in Dover to voice concerns.

For Mr. Singletary, spending time with Kasai was a joy.

“He was so intelligent for his age and knew exactly what to do and when to do it,” he said.“He knew how to make you laugh and spending time with him was just so enjoyable.”
