Driver, 17, charged in Salisbury crash that killed Delmar teenager

A 17-year-old has been charged with criminally negligent manslaughter and homicide by motor vehicle in connection with the weekend crash in which a 16-year-old Delmar boy was killed, Salisbury Police said.

Carter Figgs was a passenger in a car that struck a utility pole on South Salisbury Boulevard at about 12:30 a.m. Saturday, police said. He and another passenger, age 17, were taken to TidalHealth Peninsula Regional with serious injuries; Figgs was pronounced deceased by medical staff members, while the other teen was admitted with critical injuries, police said.

The driver was uninjured, police said.

Police said they responded to the area of South Salisbury Boulevard and Lloyd Street to investigate several reports of a single-vehicle accident. When they arrived, they found a vehicle had collided with a pole on the east side of the roadway, in front of the Sage Diner.

Maryland State Police were contacted and responded to conduct an Advanced Crash Investigation.

An investigation revealed that the 17-year-old driver was traveling southbound on the boulevard when lost control of the vehicle, crossed into the northbound lanes, and collided with the pole.

Police said the other passenger remained in critical but stable condition as of Monday.

Police said the driver was suspected of being under the influence of alcohol and was placed under arrest. He was transported to the Salisbury Police Department and, after consultation with the Department of Juvenile Services, released to the custody of a guardian.

Police said the driver was charged with negligent manslaughter by vehicle, homicide by motor vehicle, driving under the influence of alcohol, and reckless and negligent driving.

Nearby businesses reported power outages because of a downed power line in the area, forcing some to delay opening Saturday morning.

As news of Figgs’ death spread over the weekend, the Delmar School District released a statement from Superintendent Andrew O'Neal.

"On behalf of the entire Delmar School District community, we extend our deepest condolences to the family of one of our dear students and to all those who are suffering due to his heartbreaking loss. We join the community in sharing our thoughts and prayers as we all endure the shock of this unspeakable tragedy.

O'Neal added: “The entirety of our community is reeling, in pain, and in deep sorrow. We are grateful to our neighbors, as Wicomico County Public Schools and our nearby Delaware school districts offered additional counselors to be on hand to support our students and staff in supplement to the assistance we will be providing in the coming days.”

The Delmar community gathered at a vigil Sunday for Figgs, who played football for Delmar High School.
