A married couple have been arrested in connection with the death of their child.

On Feb. 21, at approximately 2 p.m., Cambridge Police Department detectives arrested a 53-year-old Cambridge man on an active Dorchester County Circuit Court arrest warrant/criminal indictment. He was transported to CPD for processing and then turned over to the Dorchester County Department of Corrections on no bond. David Allen Insley is charged with the following:

  • Child abuse 1st degree death
  • Neglect of minor

On Feb. 21, at approximately 4:45 p.m., CPD detectives arrested a 47-year-old Cambridge woman at the Cambridge Police Department on an active Dorchester County Circuit Court arrest warrant/criminal indictment. Mandy Leigh Insley is charged with the following:

  • Child abuse 1st degree death
  • Neglect of minor

Charges stem from an investigation conducted by the Cambridge Police Department that started on June 26, 2023. On that day, at approximately 9:07 a.m., members of the Cambridge Police Department and Dorchester County EMS responded to the 100 block of Mako Drive for a medical emergency of a 14-year-old female.

Upon arrival, officers observed family members attempting life-saving measures. Officers observed that the juvenile victim had succumbed to the medical emergency, which was verified by EMS. Due to living conditions observed by officers on scene, members of the Criminal Investigation Division responded to assist with the investigation.

CPD detectives also requested the assistance of Child Protective Services, City of Cambridge Code Enforcement and Dorchester County Animal Control, who responded to the scene. Due to the conditions of the residence, Code Enforcement condemned the house, meaning it could not be inhabited until the home had been cleaned.

CID detectives continued the investigation with the assistance of CPS and the Office of the Chief Medical Examiner. CID consulted the Dorchester County States Attorney’s Office in reference to the investigation, which led to the investigation being submitted to the Grand Jury, which issued an indictment for Mr. and Mrs. Insley’s arrest.

Resist arrest/assault

On Feb. 18, at approximately 2:49 a.m., CPD officers responded to WaWa for a disturbance. Upon officers’ arrival, they encountered a female who was screaming and yelling inside of the establishment.

Officers attempted to defuse the situation by having the female subject cease her actions and leave the establishment. The female subject did not comply and continued to act in a disorderly manner causing a disturbance to the other patrons of the establishment, a statement from the CPD said.

Officers had to escort the female subject out of the establishment, where she continued to resist and act in a disorderly manner. The female subject was later identified as a 22-year-old Cambridge woman.

She was subsequently placed under arrest, while she still struggled with officers. When attempting to place the woman into a patrol vehicle, she allegedly assaulted an officer by spitting on him or her.

While officers were dealing with the woman, an acquaintance of hers was on location. The acquaintance was at first attempting to assist with defusing the situation by getting the woman to calm down.

The acquaintance, a 27-year-old Cambridge woman, also started to become disorderly and started to hinder the officers with handling and arresting the other woman. Officers repeatedly requested the acquaintance to cease her actions, which she did not.

She was also placed under arrest. Both subjects were transported to CPD for processing and their initial appearance before a court commissioner. Both subjects were later released on their personal recognizance.

Tamesha Lanice Johnson, 22, was charged with the following:

  • Fail to obey lawful order
  • Disorderly conduct
  • Resist arrest
  • Assault 2nd degree

Ramia Jackson, 27, was charged with the following:

  • Disorderly conduct
  • Fail to obey lawful order
  • Obstructing and hindering
  • Hindering arrest

Jackson was also found to have an active Wicomico County District Court Bench Warrant for failing to appear in court on Dec. 26, 2023, on an original charge of driving on a suspended license. Johson was released on her personal recognizance.

Armed subject/foot pursuit

On Feb. 19, at approximately 4:28 p.m., CPD officers were in the area of Greenwood Avenue and Camelia Street on a foot patrol when they observed an operator of a vehicle unrestrained by a seatbelt. Other officers in a patrol vehicle were directed to stop the vehicle for the traffic violation.

As the officers conducted the traffic stop on the vehicle on Cosby Avenue and Leonards Lane, the front seat passenger exited and fled on foot. CPD officers pursued the subject and gave descriptors and direction of travel to the other officers on foot in the area of Greenwood Avenue. While pursuing the subject, officers observed that he appeared to be holding a gun in his clothing. Officers were able to apprehend the subject in the 500 block of Greenwood Ave where a loaded Glock-19 9mm handgun with a laser/flashlight attachment was recovered.

The subject was identified as a 16-year-old male juvenile from Cambridge. The 16-year-old was transported to CPD for processing where he was referred to the Department of Juvenile Services and later released to a parent/guardian.

The vehicle that was stopped was found to have switched registration plates and the operator only possessing a learner’s permit. The operator of the vehicle was identified as 17-year-old male juvenile from Cambridge. The operator was released from the scene and referred to DJS on traffic charges. The 16-year-old was charged with the following:

  • Loaded handgun on person
  • Handgun on person
  • Handgun in vehicle
  • Loaded handgun in vehicle
  • Possession of firearm/minor

The 17-year-old juvenile was charged with the following:

  • Holder of learners permit driving without required supervision
  • Holder of learners permit driving with unauthorized person occupying front seat
  • Unauthorized display and use of registration plates
  • Displaying registration plates issued to other vehicle
  • Fail to display registration card on demand

CDS violation/pursuit

On Feb. 20, at approximately 5:27 p.m., CPD officers attempted to conduct a traffic stop on a subject operating a scooter for traffic violations on Greenwood Avenue. The operator of the scooter failed to stop and attempted to flee from officers, continuing to Camelia Street and towards Weaver Avenue.

The operator then discarded the scooter and attempted to flee from officers on foot. He was apprehended in the 700 block of Weaver Avenue. The subject was identified as a 34-year-old Cambridge man.

While officers were pursuing the man on the scooter, they observed that he was reaching in a satchel-style bag. In a search of the flight path where the man had attempted to flee from officers, they located multiple bags of controlled dangerous substances.

Officers located one bag that contained approximately 28 grams of cocaine, another bag contained approximately 14 grams of crack cocaine and a third bag contained a quantity of Psilocybin mushrooms. The suspect was also found to be in possession of a quantity of cash. The man was transported to CPD for processing and his initial appearance before a court commissioner. He was later turned over to the Dorchester County Department of Corrections on no bond. Roe’Quon Jamar Newton was charged with the following:

  • Failure to drive right of center
  • Attempt by driver to elude uniformed police by failing to stop
  • Attempt by driver to elude uniformed police by other means
  • Attempt by driver to elude police in official police vehicle by fleeing on foot
  • Attempt by driver to elude police in official police vehicle by other means
  • Attempt by driver to elude police in official police vehicle by failing to stop
  • Attempt by driver to elude uniformed police by fleeing on foot
  • Disorderly conduct
  • Failure to obey lawful order
  • CDS possession with intent to distribute narcotic (2 counts)
  • CDS possession with intent to distribute
  • CDS possession not cannabis (3 counts)
  • CDS possession paraphernalia

Possession of firearm minor

On Feb. 21, at approximately 10:33 a.m., CPD officers served a criminal summons on an 18-year-old Cambridge man. Daejore Meliceo Matthews was charged with the following:

  • Possession of firearm minor
  • Handgun in vehicle
  • Loaded handgun in vehicle
  • Handgun on person
  • Loaded handgun on person

Charges stem from an incident that occurred on Oct. 23, 2023. On that day, at approximately 5:03 p.m., CPD officers responded to the area of Stone Boundary Road and Cambridge Beltway for a motor vehicle collision with multiple injuries.

The suspect was found to be the owner and operator of one of the vehicles involved. Through investigation of the accident, a loaded 40 caliber Glock handgun was located and linked to the vehicle that was operated by the suspect. Due to Matthews’ age, he was prohibited from possessing a firearm.

Matthews had been transported to the University of Maryland Shore Medical Center for injuries sustained from the MVC on the date of the incident. CPD officers applied for charges against him with the court commissioner who issued a criminal summons.
