On July 8, at approximately 11:19 p.m., CPD officers located a 33-year-old Cambridge woman in the 700 block of Race Street at the Bradford House. She was arrested for an active Dorchester County warrant and was released on her personal recognizance. Amanda Nicole Biggs was charged with:

  • Use/Disclose Credit Card (35 counts)
  • Conspiracy Use/Disclose Credit Card (35 counts)
  • Vulnerable Adult Abuse
  • Conspiracy Vulnerable Adult Abuse
  • Obtain Property Vulnerable Adult $1,500 to $25,000
  • Conspiracy Obtain Property Vulnerable Adult $1,500 to $25,000
  • Theft Scheme $1,500 to $25,000
  • Conspiracy Theft Scheme $1,500 to $25,000
  • Credit Card Personation $1,500 to $25,000
  • Conspiracy Credit Card Personation $1,500 to $25,000
  • Credit Card Personation $100 to $1,500 (4 counts)
  • Conspiracy Credit Card Personation $100 to $1,500 (4 counts)
  • Credit Card Charge Another $100 to $1,500 (35 counts)
  • Conspiracy Credit Card Charge Another $100 to $1,500 (35 counts)
  • Theft $100 to $1,500 (35 counts)

Charges stem from an incident reported to CPD Criminal Investigation Division on May 25. Detectives were notified by Adult Protective Services (APS) about possible financial exploitation of a vulnerable adult. The victim was found to be a 90-year-old female, who had unusual banking activity associated with her debit card.

It was learned that a family member and his wife had moved into the residence of the victim to assist with care. After doing so, the family member and wife allowed five others, including two minor children to move in.

It was reported that living conditions in the home deteriorated as several cats were also brought in. The cats defecated throughout the residence, preventing the victim from being able to shower.

There were also reports of rotting food items left on the kitchen table. The victim was moved from her bedroom to another smaller bedroom cluttered with debris, preventing the victim from being able to move around freely.

On June 6, the victim was transported to a local hospital for health conditions and a second report was filed with APS regarding her physical condition.

From Feb. 15 through May 17, there were multiple withdrawal transactions on the victim’s debit card at ATMs totaling $9,573.25. The victim said she had not given permission for her debit card to be used.

The withdrawal amounts were partially used by the suspect for the purchase of Controlled Dangerous Substances (CDS), a statement from Cambridge police said.

Robbery

On July 8, Cambridge Police Department (CPD) officers located a 22-year-old Cambridge man in the 300 block of Gay St. Shaw was placed under arrest for multiple active warrants, including for robbery, assault and false imprisonment.

Lionel Antonio Shaw was transported to CPD for processing and his initial appearance before a District Court Commissioner. Shaw was turned over to the Dorchester County Department of Corrections on no bond.

Burglary

On July 9, CPD officers located a 68-year-old Cambridge man at Dorchester Square Mall, who was placed under arrest for an active District Court arrest warrant. He was transported to CPD for processing and his initial appearance before a Court Commissioner where he was released on his personal recognizance. Terry Joe Thurman was charged with:

  • Burglary 4th Degree Theft
  • Theft Less Than $100 Value
Shots fired

On July 9 at approximately 9:57 p.m., CPD officers responded to the 600 block of High Street for a “Shot Spotter” alert in reference to multiple shots. Officers located 18 spent shell casings on the roadway from High Street at Douglas to High Street past Wright Street.

They also identified a High Street home that had been struck by multiple rounds. No other victims or witnesses were able to be located. This is an on-going investigation.

Heroin

On July 10, CPD officers observed a suspicious person in the 600 block of Cross Street. When they contacted the woman, she attempted to hide items behind her back.

Further investigation revealed heroin and related paraphernalia. Jaclyn Johnson, of Cambridge, was issued criminal citations and released on her signature. She was charged with:

  • CDS Possession Not Cannabis
  • CDS Possession Paraphernalia
Assault

On July 11, at approximately 1:18 a.m., CPD officers responded to the 400 block of Charles Street for a trespassing call. A woman there said an argument ensued after she was asked to leave a residence.

She said during a physical altercation, that she was strangled by the man, who was arrested. He was turned over to the Dorchester County Department of Corrections on no bond. George Nash Briscoe was charged with:

  • Assault 1st Degree
  • Assault 2nd Degree
  • Reckless Endangerment
Assault/child abuse

On July 11, at approximately 3:56 a.m., CPD officers responded to the 200 block of Brant Way in reference to a physical altercation. A woman reported that an altercation had started between herself and a 27-year-old Cambridge man over disciplining two small children.

The victim reported that the man assaulted her and started to strangle her, as well as assaulting and abusing the children, leaving marks. Officers were shown photos of the injuries and other injuries consistent with what was described on one of the children.

The man was placed under arrest and transported to CPD for processing and his initial appearance, then was turned over to the Dorchester County Department of Corrections on no bond. Adriene Jamal Fitchett was charged with:

  • Assault 1st Degree
  • Assault 2nd Degree (3 counts)
  • Reckless Endangerment
  • Child Abuse
Robbery

On July 11, CPD officers located a 41-year-old Cambridge woman in the 700 block of Washington Street who had an active Dorchester County arrest warrant. She was placed under arrest and transported to CPD for processing and her initial appearance before a Court Commissioner, then turned over to the Dorchester County Department of Corrections on no bond. Rhianna Christine Wilson was charged with:

  • Robbery
  • Assault 2nd Degree
  • Burglary 4th Degree Theft
  • Theft $100 to Under $1,500
  • Malicious Destruction of Property
  • Disorderly Conduct

Charges stem from an incident that occurred on July 1, when CPD officers responded to Simmons Center Market for an attempted robbery. Employees and witnesses reported that a woman had entered the establishment and had lingered near the register.

When the register was opened, the woman reached across the counter and attempted to steal money. When employees and witnesses attempted to intervene, the woman assaulted them and damaged property. She left prior to police arrival. Through investigation, CPD officers identified the woman as Wilson.

Firearm drug trafficking

On July 12, CPD officers responded to 712 Cornish Dr. for a warrant service on a 28-year-old Cambridge man. Draquan Tremarr Young had an active Talbot County Circuit Court Bench Warrant for Failing to Comply on original charges of the following:

  • CDS Possession with Intent to Distribute Narcotic
  • Firearm Drug Trafficking Crime
  • CDS Distribute with Firearm
  • Assault Weapon Magazine Use
  • Firearm Use Felony
  • Loaded Handgun in Vehicle
  • Loaded Handgun on Person
  • Handgun on Person
  • Handgun in Vehicle
  • Illegal Possession of Ammunition
  • Regulated Firearm Illegal Possession
  • CDS Possession Not Cannabis
  • Resist Arrest
  • Related traffic offenses

Young was on “Pretrial Release” with a GPS Monitoring system. Officers entered the residence to locate him.

They found a bedroom door on the second floor that had been blocked from the inside. After breaching the door, it was found that Young had fled into the attic area of the residence.

Though multiple attempts were made to have Young exit from the attic, he did not comply with orders. Officers then determined that Young had been able to access the attic area of the adjoining apartment, where they found Young hiding.

Due to the weather conditions and the extended period of time Young was held up in the attic, Dorchester County EMS responded and provided care for possible heat exhaustion.

Young was later transported to CPD for processing and his initial appearance before a Court Commissioner. He was ordered held on no bond and turned over to the Dorchester County Department of Corrections. He was charged with the following:

  • Burglary 4th Degree Dwelling
  • Trespassing Posted Property
  • Obstruct and Hindering
  • Fail to Obey
  • Resist Arrest

The Talbot County Bench Warrant was lodged as a detainer with the Dorchester County Department of Corrections. Young will have to be returned to the Talbot County Department of Corrections.

Theft

On July 12, CPD officers met with a 63-year-old Cambridge man at CPD headquarters. He was served a criminal Summons and released on his signature. Montro Exzelle Fisher was charged with:

  • Burglary 4th Degree
  • Theft $100 to Under $1,500

Charges stem from an incident on July at Walmart, when Asset Protection Officers observed the suspect at a self-checkout register under ringing merchandise. They contacted him in an attempt to intervene, but he continued to under ring merchandise. They applied for charges with the Court Commissioner, who issued a criminal summons.

Salisbury acting chief

The City of Salisbury on July 13 announced Assistant Chief David Meienschein has been named the acting police chief to fill the chief of police position after the recent retirement of Barbara Duncan. Acting Chief Meienschein will remain in the position while the process for hiring a new police chief is conducted.

A Salisbury native, Acting Chief Meienschein joined the United States Air Force after graduating from Parkside High School in 1982. He served on active duty for four years before joining the Air Force Reserves in 1987.

His career in law enforcement began the same year when he became a seasonal police officer in Ocean City, and then a police recruit for the Salisbury Police Department. His military career officially ended in 2003 when he retired from the reserves.

During his 35 years of service in the SPD, Acting Chief Meienschein has been assigned as an officer, supervisor, and commander. These leadership roles were in various departments.

Car fire

On July 11 at 12:52 p.m., Rescue Fire Company was alerted to a vehicle fire at a home at 1504 Bayly Road. A four-door sedan, possibly a BMW, sustained $25,000 in damage. The home at that location is owned by Karen Todd, though the identity of the owner of the vehicle is under investigation.

The fire originated in the car’s interior. Its cause is under investigation. Anyone who may have information on this incident is asked to call Deputy State Fire Marshals at 410-713-3780.
