False statement

On May 26, Dorchester County Sheriff’s deputies located a 33-year-old Cambridge woman in the 3600 block of Karen Circle, Linkwood, who had an active criminal summons to be served. Cambridge Police Department officers responded to the location and served the criminal summons. Amanda Nicole Biggs was charged with the following and released on her signature:

  • False statement to officer
  • Obstruct and hindering

Charges stem from an incident that occurred on May 15, when CPD officers responded to Race and Robbins streets for a motor vehicle collision. Officers learned that one of the vehicles involved had the driver and passenger switch seats and the driver left the scene.

Officers contacted the female subject who had switched seats and she was identified as Biggs. Biggs informed officers that she was driving the vehicle and later advised officers that she was not the one driving, a statement from the CPD said.

Biggs also would not provide information on the actual driver of the vehicle, whom she identified as her boyfriend. CPD officers applied for charges against Biggs with the court commissioner who issued a criminal summons.

Rogue and vagabond

On May 27, members of CPD patrol, K9 Unit and Criminal Investigation units were working a saturation patrol in reference to investigating thefts from vehicles, attempted vehicle thefts and vehicle thefts. At approximately 2 a.m., officers working the assignment observed two males dressed in all-black clothing around Jenkins Creek.

The subjects were observed to have face masks, gloves and hoods on. Officers were able to keep track of the subjects while they were observed pulling on door handles of several vehicles around Glenburn Avenue and Locust Street.

Officers converged on the area and were able to apprehend the subjects, who were identified as 15-year-old male juveniles from Cambridge. The subjects were found to be in possession of flashlights and screwdrivers. Both were transported to CPD for processing and later released to the custody of a guardian. They were charged and referred to the Department of Juvenile Services with the following:

  • Rogue and vagabond (2 counts)
  • Burglary tools motor vehicle possession (2 counts)

During processing, the juveniles were found to be in possession of AirPods found to have been stolen in a separate theft from a vehicle. Both juveniles are additionally being charged and referred to the Department of Juvenile Services on the following:

  • Theft $100 to under $1,500.
Disorderly conduct

On May 27, CPD officers responded to Dorchester Square near Tractor Supply for a reported large fight, where they arrested a 35-year-old Cambridge man and a 22-year-old Federalsburg man.

Officers observed closed-circuit television footage from Tractor Supply which showed the altercation between the men, which attracted a crowd. The altercation was found to have started due to a hit and run approximately one week prior.  William Scott Schlichting Jr. and Dajuan Maurice Wongus were charged with disorderly conduct.

Theft from vehicles/recovered stolen vehicle/foot pursuit

On May 28, CPD officers responded to Cambridge Club Apartments near Woods Road for a vehicle theft. The victim pointed out a silver Volkswagen from which male juveniles exited and ran. The victim gave officers a clothing description and directions of travel for the subjects. The Volkswagen was found to a reported stolen car from Hurlock.

At the same time, CPD officers were being dispatched to the Meadows Apartments near Woods Road for a report of two subjects attempting to break into vehicles. A clothing description matched the description given by the first victim.

Officers responded and became involved in a foot pursuit of the subjects. One was apprehended, a 14-year-old male juvenile of Cambridge.

While conducting the investigation, CPD officers took reports of a total of six vehicles that were ransacked, with four having items stolen, and three being damaged.

The 14-year-old juvenile was later released to a guardian and has been referred to the Department of Juvenile Services on the following charges:

  • Motor vehicle unlawful taking
  • Unauthorized removal of property
  • Malicious destruction of property (3 counts)
  • Conspiracy malicious destruction of property
  • Theft from motor vehicle less $100 value
  • Theft from motor vehicle $100 to under $1,500 (2 counts)
  • Theft from motor vehicle $1,500 to under $25,000
  • Theft scheme $1,500 to under $25,000
  • Conspiracy theft scheme
  • Rogue and vagabond (6 counts)
  • Conspiracy rogue and vagabond.
Assault

On May 28, CPD officers responded to the 400 block of Skinners Court for a physical disturbance. Upon the officers’ arrival, they contacted the involved parties and were informed that a verbal altercation started over the preparation for eggs and scrapple, which then turned physical. A 51-year-old Cambridge man was reported to have struck the victim in the face, and attempted to break the victim’s fingers by bending them backwards.

David Andrew Derussy was charged with assault second degree and reckless endangerment.

Shots fired investigation

On May 29, at approximately 1:08 a.m., CPD officers responded to the 800 block of Park Lane for a “Shot Spotter Alert” for multiple shots fired. They located multiple spent 9mm shell casings near Park Lane and the fence bordering the Little League Baseball Park.

No victims, witnesses or damaged property were located. CPD is requesting the assistance of the community. Anyone with information related to this incident is asked to contact CPD at 410-228-3333. All callers can remain anonymous.

Suboxone settlement

Maryland Attorney General Anthony G. Brown announced Friday that Maryland and 41other states have settled antitrust litigation against the maker of Suboxone, which is a combination of the drugs buprenorphine and naloxone, used to control the effects of opioid addiction.

Under the settlement, Indivior Inc. will pay the plaintiff states $102.5 million. Maryland will receive over $2 million from the settlement. The settlement was filed in federal court in the Eastern District of Pennsylvania.

In 2016, the states filed a complaint against Indivior Inc. alleging that, in order to preserve its monopoly over the brand-name Suboxone, the company used illegal means in violation of the antitrust laws to switch the Suboxone market from tablets to film, while attempting to destroy the market for tablets.

Handgun arrest

On May 26, deputies from the Talbot County Sheriff's Office stopped a motor vehicle on Ocean Gateway near Dover Road for a moving violation. Deputies identified the driver as a 24-year-old Waldorf man.

Deputies developed probable cause to search the vehicle and located marijuana and a loaded handgun with the serial number removed. Jamelle Jackson Moore was placed under arrest and charged with loaded handgun in vehicle, loaded handgun on person and possession of firearm without a serial number.  Moore was held pending further action by the court.

A statement from the Sheriff’s Office said, “After July 1, 2023, Police Officers will no longer have the authority to search a motor vehicle under these circumstances, and this handgun will still be in the hands of criminals posing a threat to the community.”
