DOVER — Delaware State athletic director Candy Young has taken a new position within the university with the school beginning a search for a new AD.

According to a press release sent out on Thursday morning, Young will become DelState’s interim associate vice president for Student Affairs. Louis B. “Skip” Perkins Jr. will take over as interim associate vice president and athletics director.

Perkins was the AD at Howard University from 2010 to 2015 before resigning in mid-January. At the Washington, D.C. school, he helped oversee an investigation that resulted in a number of sanctions against Howard.

DelState officials were not available for comment on Thursday.

Young has been DSU’s athletic director since 2012. The school cited Young’s record of academic success with student-athletes for making the change.

According to the press release, DelState has led the Mid-Eastern Athletic Association for four consecutive years in MEAC All-Academic selections (3.0 GPA and above), including the current school-record 136 DSU student-athletes recognized during the 2013-14 school year.

“We believe that Ms. Young will strengthen Student Affairs and enhance its positive impact on the student body,” said DelState president Dr. Harry Williams.

A 1994 North Carolina Central grad, Perkins was the AD at Howard in the spring of 2012 when the school temporarily suspended its spring sports programs.

The Washington Post reported in May 2014 that Howard conducted a 29-month investigation resulting in self-imposed penalties that included reductions in scholarships in four sports. The school is also under probation until 2018.

Between 2010-13, Howard was also believed to have allowed athletes to pocket excess scholarship money meant for buying textbooks.

“The process has resulted in a meticulous review of our entire operations — in athletics and across the University landscape — to ensure that all touch points are adhering to NCAA compliance guidelines,” Perkins said in statement at the time.

“This has made us a stronger institution. We have learned from all of this and are committed to having an NCAA-compliant athletics program that continues to foster an environment of integrity and sportsmanship on and off the field of play.”

Also under Perkins’ leadership at Howard, a new academic support center was established. The program had an overall cumulative GPA for student-athletes that was above 3.0 over the last two school years (2012-13 and 2013-14).

He also oversaw the $10 million renovation of Howard’s Burr Gymnasium, as well as the installation of synthetic turf in Greene Stadium.

Perkins was previously the AD of the University of Arkansas-Pine Bluff from 2007 to 2010.
