The Delaware Solid Waste Authority has announced the winners of its 2023 Scholarship Program awards.

The agency offers two college scholarships to Delaware students studying engineering or other environmental fields. They are presented in memory of two former authority board members, John P. Healy and Theodore “Toby” Ryan.

Celia Hoffman, a 2023 graduate of Mount Pleasant High School, has been selected as the recipient of the John P. Healy Memorial Scholarship. She has achievements in academics, athletics and community involvement, plus is a member of the National Honor Society.

Ms. Hoffman also earned the Delaware Interscholastic Athletic Association Scholar-Athlete Award. She excelled in both volleyball and tennis, and was selected as a member of the All-State Orchestra.

Part of the Fair Hill Nature Center board of directors, she will be attending the University of Pittsburgh, majoring in ecology and evolution.

Victoria Parsons, a 2023 graduate of Sussex Academy, has been awarded the Theodore “Toby” Ryan Memorial Scholarship. She is a member of the National Honor Society, through which she was honored as a Philanthropy Award winner in 2022 and 2023.

Ms. Parsons has demonstrated her leadership potential as a candidate for the Congressional Award, which recognizes young individuals who have excelled in voluntary public service, personal development, physical fitness and exploration.

She also founded the Forces of Nature Club, in which she actively engages her peers in initiatives promoting sustainability and the protection of natural resources. She is a volunteer in the Brandywine Zoo’s Conservation Leadership Academy, as well.

Ms. Parsons plans to attend the University of Delaware’s Honors College, where she will major in environmental science and participate in the Climate Scholar program.
