WILMINGTON — Gov. John Carney ordered the lowering of all U.S. and Delaware flags at state buildings and facilities to half-staff in honor of Sept. 11 Monday.

The order follows a joint resolution approved by congress Dec. 12, 2001, which designated each Sept. 11 as Patriot Day in the United States.
