A ruling is expected this week on Delaware’s new vote-by-mail law. Delaware Court of Chancery Court ruled last month the law is unconstitutional, and the Department of Elections appealed. Eight states allow all elections to be conducted by mail while 15 others permit by-mail voting in smaller jurisdictions within the state. What should Delaware do?
