Trailblazing, remarkable, tough, tenacious, one-of-a-kind — and, despite all that, humble. That’s how Delaware’s leaders remember the late Ruth Ann Minner, the first woman elected as governor of the state, serving from 2001-09. Gov. Minner died Thursday at age 86.
