Speak Up: Expected soaring energy costs turn up heat for charitable programs

Projected skyrocketing energy costs this winter may mean digging much deeper into household budgets than in years past. “We have seen a significant uptick in folks coming in for help,” said Donna Forrest, Delaware Energy Assistance Program manager for Catholic Charities of the Diocese of Wilmington.
