DOVER — A drug and alcohol counselor charged with fourth-degree rape and other alleged offenses with an underage patient was terminated when concerns arose prior to her eventual arrest, an official said Tuesday.

According to Crossroads of Delaware Executive Director Alberta Crowley, Rebecca Q. Adams, 30, of Dover, was terminated from her treatment facility job when it was learned inappropriate actions may have possibly taken place.

Ms. Crowley said she called the state’s child abuse report line immediately to express her concerns.

According to court documents, a Dover Police Department detective “received an anonymous report from DFS” on Aug. 13 regarding allegations that prompted an investigation.

Dover Police said it found that a sexual relationship between Ms. Adams and a 16-year-old male she was counseling at Crossroads of Delaware allegedly had taken place.

In an interview with a detective, Ms. Adams denied any sexual relationship had existed and said the teenager had never been at her house, police said in court records.

As a detective was examining later the phone of a person whose name was redacted in court papers, a text message allegedly came through from Ms. Adams’ number. A police officer said he then had a conversation with Ms. Adams that allegedly ended with her saying she wanted a lawyer, papers said.

On Monday, Dover Police announced that Ms. Adams had been charged with 12 counts each of fourth-degree rape and sexual abuse of a child by a person of trust, two counts of providing alcohol to a minor, and continuous sexual abuse of a child.

Dover Police said Crossroads of Delaware had cooperated with authorities during its investigation. On Tuesday, Ms. Crowley confirmed that, and looked toward the treatment center’s future.

“Besides cooperating completely with the investigation, we’re going to remain committed to the kids we’re trying to help,” she said.

According to police, investigation found that numerous sexual encounters allegedly took place at various locations in Dover and Kent County, including Ms. Adams’ home and the site she worked at in Milford. Authorities alleged that a relationship existed sometime between June 1 and Aug. 15.

Five charges listed the Crossroads of Delaware center at 10 S.W. Front St. as a location of an alleged offense. Other sites listed included a unit block of Greenway Square address, Camden and Cheswold Wal-Mart stores, the Dover Mall and Redners in Camden.

Ms. Adams had worked at Crossroads of Delaware for a little more than three years, Ms. Crowley said, beginning as an office manager and becoming a counselor approximately a year ago after earning a degree.

Ms. Adams turned herself in to police on Monday and was arraigned at Justice of the Peace Court 7 in Dover.

She was then held at Delores J. Baylor Women’s Correctional Center in New Castle in lieu of $29,200 secured bond.

A preliminary hearing was scheduled for Friday at the Kent County Courthouse.

In court records, Ms. Adams also was identified as Rebecca Q. Winters of the unit block of Greenway Square in Dover.
