DOVER — Federal investigators said a former Dover resident was involved in a plot to help a terrorist organization.

Abror Habibov, 30, who lived in the Dover Country Club Apartments, was one of three men charged in a plot to aid the Islamic State Group, extremists with strongholds in Syria and Iraq.

Akhror Saidakhmetov, 19, was arrested at Kennedy Airport, where he was attempting to board a flight to Istanbul, with plans to head to Syria, authorities said. Another man, Abdurasul Hasanovich Juraboev, 24, had a ticket to travel to Istanbul next month and was arrested in Brooklyn, federal prosecutors said. The two were held without bail after a brief court appearance.

Mr. Habibov, a citizen of Uzbekistan, is accused of helping plan and pay for Mr. Saidakhmetov’s trip. He was arrested in Florida and ordered held without bail.

According to court documents, Mr. Habibov “operates kiosks that sell kitchenware and repair mobile phones in retail malls in, among other locations, Jacksonville, Florida; Savannah, Georgia; Philadelphia, Pennsylvania; and Chesapeake and Virginia Beach, Virginia. During the fall and winter of 2014, Habibov employed Saidakhmetov at kiosks in Savannah, Georgia; Philade1phia, Pennsylvania; and Chesapeake, Virginia.”

Dover police spokesman Cpl. Mark Hoffman said Mr. Habibov may have operated a kiosk at the Dover Mall.

A Dover Mall representative declined comment on Thursday afternoon.

The Dover Police Department said it was contacted by the FBI while the men were under investigation.
