SEAFORD — City Council will have two new members, while a familiar face will move into the mayor’s seat.

Councilman Matt MacCoy claimed the mayorship in Saturday’s election, beating Jose Santos, while Alan Quillen and Stephanie Grassett emerged as winners in a five-candidate council race.

Councilman MacCoy received 384 votes to 200 for Mr. Santos. He will succeed David Genshaw, who logged 10 years as mayor but did not seek a sixth two-year term.

“I think this election was a result of the work and the effort of the current council and past councils, the current city leadership,” said Councilman MacCoy, who has been in his present position for five years. “Obviously, the residents believe we’re heading in the right direction. We’re going to continue to strive to give people what they want here in the city of Seaford.

“We’re going to focus on economic development, focus on improving public safety, and we’re going to improve communication and continuity throughout the city. I cannot wait to get started.”

In the race for the two three-year council seats, Mr. Quillen drew 333 votes, and Ms. Grassett polled 300. They were followed by incumbent Orlando Holland (246), Roxanne Knights (122) and James Walsh (77).

“I am very humbled; 333 votes and the top vote-getter is very humbling to me,” Mr. Quillen said. “I am very privileged that the city of Seaford looks at me as someone that they want to represent them. I am looking forward to serving the residents. I am looking forward to working with Matt, as the mayor. I think we are going to have a very strong council.

“Also, with Stephanie coming onboard, as well, we’ve got some diversity, which is great.”

Ms. Grassett shared that anticipation.

“First and foremost, I am excited about the turnout today. One of the goals for all of us as candidates was to have more people come out,” she said. “I’m excited about the opportunity for a female to join the council, which is something that has been missing for a number of years.

“Seaford has been my home my whole life. I’m excited to be able to use the talents and skills I learned as an administrator in schools and as a teacher to be able to help the city. Just roll up my sleeves and get to work.”

The three winners will be sworn in at the May 14 council meeting, city manager Charles Anderson said.

Additionally, the impending vacancy created by Councilman MacCoy becoming mayor will be filled by mayoral appointment. Mr. Anderson said that would take place at either the May 14 meeting or the next.
