DOVER — The planning commission recommended Monday the city proceed with the proposed zoning changes for the annexation of the Dover International Speedway.

The adjustments to the comprehensive plan change the zoning of the property from an agriculture use to a commercial use.

The changes will help Dover International Speedway take steps to annex 260 acres from Kent County.

Currently, 295 acres of The Woodlands of Dover International Speedway, which hosts events like Firefly Music Festival, sit outside city limits.

The permitting issue has come to light since the speedway began hosting the Firefly Music Festival in 2012.

“We’ve been working on this for a long time,” said Gregory Moore of Dover’s Becker Morgan Group, which represented the Dover International Speedway during last night’s meeting.

Organizers have had to fill out two sets of permits, one for the county and one for the city.

“It will put everything under one jurisdiction,” Mr. Moore said. “It will put the city in control if certain problems arise during the festival.”

Councilman Fred Neil agreed.

“I’m all for it,” he said. “They are making great economic changes for the city. It’s also great because when problems came up they were dealing with different jurisdictions with the state and city.

“With having the land in the city it puts one group in charge of the regulations,” he added.

While most of The Woodlands is set to be transferred to Dover, a 35-acre portion will remain the sole domain of the county.

The amendment also proposes an activity and camping permit fee.

The item was referred to city council and will be discussed at the May 9 meeting.
