Speak Up: Vote by mail, or not?

A ruling is expected on Delaware’s new vote-by-mail law. The Delaware Court of Chancery ruled last month that the law is unconstitutional, and the Department of Elections appealed. Eight states allow all elections to be conducted by mail, while 15 others permit by-mail voting in smaller jurisdictions within the state. What should Delaware do?
