There is hardly a nook of the city that Reuben Salters hasn’t touched since arriving at Dover Air Force Base in 1957 as a member of the U.S. Air Force. He has made himself right at home in Dover ever since, making friends in every corner of town, from the air base to the downtown streets to City Hall. Mr. Salters’ accomplishments are numerous — and significant, improving the lives of young people and bringing the community together for milestone events his vision helped create.
