A fence around a property is worlds different than a fence around the nation. It tells you who the person inside is more afraid of. In this case, President Biden seems to be protecting his family from those who would do him harm, such as the militant right that has risen since The Great Leader of the past regime, but is unconcerned about a mother of four escaping a regime of repression and violence for a better life in America.
