Speak Up: Kent County leaders want to use Hope Center model in Dover

Along Interstate 95 just outside of Wilmington lies the Hope Center, a former hotel turned emergency shelter that provides resources for individuals facing homelessness. It’s been nearly five years since the facility opened its doors, and now, state leaders are considering utilizing the model to curb homelessness and substance abuse in Kent County.
