The Target store that has been closed since an alleged arson July 10 should be opening by the end of August, a company spokesman said Monday. The blaze that damaged approximately $3 million to $4 million of merchandise, according to a preliminary investigation, brought the arrest of Desmond M. Smith, 26, of Dover, on July 18. He was charged with first-degree arson and other offenses.
