During the Nov. 26 Dover City Council Committee of the Whole meeting, city manager Dave Hugg introduced an ordinance that would add a section to code regarding abandoned shopping carts. “What this is proposing is a registration process for shopping carts, an ability to find the owner of the shopping cart if they’re not removed in a certain period of time and authorizing us to collect them and dispose of them if they’re not collected by the company,” he said.
