Speak Up: Delaware governor lets marijuana legalization and regulation become law

Marijuana legalization and regulation has come to Delaware.
Ahead of the April 22 deadline for House Bill 1, legislation that legalizes personal-use quantities of marijuana, Gov. John Carney announced he will let it and its regulatory counterpart, House Bill 2, become law.
