The caption under the picture on the front page of the Sept. 11, 2022, Delaware State News represents a teachable moment.
The United States flag is never raised to half-staff. The flag is raised to full staff briefly, then lowered to half-staff. Similarly, it is not lowered from half-staff. It is raised to full staff and then fully lowered.
I suspect the proper etiquette was followed but not correctly reported. Thanks for the opportunity to inform.
