Ford: Clarity offered about Delmarva Power rate article

Delmarva Power would like to clarify a point at the end of a Daily State News article (“Public advocate: Electric rates have spiked dramatically since 2005”). Delmarva Power’s December 2025 filing seeking a $67 million revenue increase is an electric base rate case, submitted under the Public Service Commission’s base rate authority. It is a comprehensive rate review request that supports the recovery of essential energy grid reliability investments and introduces a new low-to-moderate income rate to support customer affordability. The base rate case reflects a routine, commission-led review of Delmarva Power’s investments, costs and rates to ensure continued safe, reliable and affordable electric service.

The last paragraph is inaccurate, as the public advocate did not ask Delmarva Power to withdraw the electric rate case due to not following The Delaware Energy Act. The public advocate’s request was around the Affordability and Load Flexibility Portfolio, which was filed separately from the base rate case.

If approved by the PSC, Delmarva Power’s proposed Affordability and Load Flexibility Portfolio will help reduce the stress and impact customers are facing from rising energy supply costs through incentives that help customers change how and when they use energy. The proposed programs can help participating customers save $60-$100 annually on their bills and result in $13 million in annual net benefits for all Delmarva Power customers.
