Seaford ban on marijuana business has link to federal illegality

Production and retail sales of cannabis for recreational use are now prohibited in Seaford city limits, but the ban has a federal-level caveat.
On Tuesday, City Council voted 3-1 to ban marijuana cultivation, manufacturing and testing facilities, as well as retail stores, in the general commercial and highway commercial districts.
