Scott: What is Dover hiding from public with 21CP results?

I recently read with dismay an article in the Daily State News, titled “Inquiry into Dover FOP allegations still not released.”

According to other media reports published online, the city of Dover spent about $50,000 of taxpayer money on the 21st Century Policing Solutions investigation into allegations involving Police Chief Thomas Johnson, Mayor Robin Christiansen and Fraternal Order of Police Lodge 15. The investigation, approved by City Council on Sept. 8, 2025, was contracted Oct. 22, 2025, with 21CP’s advisers earning rates of $395/hour for partners, $375/hour for senior advisers and $350/hour for associate consults. The city also reimbursed the firm for reasonable expenses, such as travel, lodging and materials, after documentation was provided.

Since the taxpayers of Dover have paid for this investigation, why have they not been informed of the outcome and recommendations? What is the city hiding, and will there be potential lawsuits by parties involved? The citizens of Dover have a right to know.

I understand that, under Delaware law, public agencies must release all reasonably segregable nonexempt portions of records and may only withhold information if it falls under a specific statutory exemption. If any portion of the requested records is exempt, please identify the exemption and the basis for withholding.

Pursuant to Delaware’s public disclosure act, residents hereby request that the city of Dover release to the public a copy of 21st Century’s independent investigative report and the recommendations regarding “the allegations involving Mayor Robin Christiansen, Police Chief Thomas Johnson and the FOP, Lodge 15.”

This request is being made in the public’s interest, to ensure transparency and accountability in the city’s operations.
