Robert Sisson Moyer Sr.

DOVER - Robert Sisson Moyer, Sr. died Sunday, September 14, 2014 in Silver Lake Rehabilitation Center, Dover, DE. He was 92. Robert was born in Manchester, New Hampshire in 1921. From the age of 6 months he was raised in Providence, Rhode Island. In 1943 he graduated from Dartmouth College, Hanover, NH, with a baccalaureate degree in American history. After working for a year as a reporter for the Providence Journal, he enrolled in the Graduate School of Journalism of Columbia University, New York, NY, where he received a master's degree in 1945. Robert was then hired as a reporter by the Baltimore Evening Sun. In Baltimore, he met and married his wife of 66 years, Anne Tewes. His media career in Baltimore included work as a copy editor for the Baltimore News American, and producing a television program about public education called "Your Child In School." He was also a speech writer for the Maryland State Department of Education. In 1951, Robert joined the Housing Authority of Baltimore City (later re-named Baltimore Urban Renewal and Housing Agency and known as B.U.R.H.A.) as director of Public Relations. In 1962, he joined the Federal City Council -- the quasi-governmental public housing agency for Washington, DC -- as Executive Director. In 1965, he returned to B.U.R.H.A, serving as Deputy Director and Acting Director until 1970, when he was appointed State Director of Housing in Delaware by Governor Russell Peterson. He served in that capacity, and also as Acting Secretary of the Department of Housing and Community Development, in the administrations of governors Peterson, Tribbitt, du Pont and Castle. During his long career in public housing and urban renewal, Robert served as an officer and trustee of his professional organization, the National Association of Housing and Redevelopment Officials. He retired from state service in 1986. In semi-retirement, Robert returned to the field of journalism as a part-time copy editor for the Delaware State News, and later as editor of the newspaper's "Viewpoints" page, and then as a weekly columnist. He was an active member of his church, Wesley United Methodist of Dover, serving variously as a trustee, lay leader, and member of the Wesley Branches service organization. He was preceded in death by his wife, Anne; parents, Paul E. Moyer and Louise Sisson Moyer, and his brother, Norman Moyer. Robert is survived by his three children, to whom he was an exemplary parent: Robert S. Moyer, Jr. of Dover, Carol Anne Day-Weber of College Point, NY, and Dennis E. Moyer of Fleetwood, PA; three grandchildren: Amanda Lorinc of Atlanta, GA, Daniel Day of Felton, DE, and Gregory Moyer of Pottstown, PA; five great-grandchildren: Shawn, Shyanne, Joshua, and Jaxson Day, and Olivia Lorinc; and by his cousin, Nancy Follis of Lexington, KY; and his sister-in-law, Margaret Fullem of Bel Air, MD; and brother-in-law, Rev. Msgr. Thomas Tewes of Nottingham, MD. Funeral services will be held at noon Saturday, September 20, 2014 at Wesley United Methodist Church, 209 S. State Street, Dover. Friends may call from 6-8 Friday evening at Torbert Funeral Chapel, 61 S. Bradford Street, Dover. Interment will be in Lakeside Cemetery. In lieu of flowers, the family suggests that contributions be made to Wesley United Methodist Church, 209 S. State Street, Dover, DE, 19901-6727.
