Blunt Rochester replaces Allen as keynote speaker at Delaware State University commencement ceremony

DOVER – U.S. Rep. Lisa Blunt Rochester, D-Del., will now serve as keynote speaker at Delaware State University’s undergraduate commencement ceremony Friday, the school has announced.
