Police identify teen fatally shot in Dover on April 14
DOVER — Dover Police on Monday identified the 15-year-old male who was shot to death on April 14 as Elijah Kellum.
Authorities said the incident occurred at around 8:33 p.m. in the area of South Governors Avenue and West Reed Street. Arriving officers found Kellum had suffered gunshot wounds and he was pronounced dead at the scene.
Breshawn Best 19, of Dover, was later arrested and charged with first-degree murder and other offenses. Police said he “was identified as one of the people responsible for this shooting.”
Mr. Best was committed to Sussex Correctional Institution.
