New Delaware Capitol police chief seeks positive public interactions

With every public contact, Delaware Capitol police officers are representing the state itself.
That’s the mantra for Elmer Harris, who was announced as the agency’s new commander Sunday. He replaces Chief Michael Hertzfeld, who retired July 1.
