Morris and Marvel: Milford residents request another look at Cypress Hall

The following was also sent to Milford’s planning director and city manager Sept. 26.

This letter serves as an addendum to the request for reconsideration that I, Julie Morris, previously submitted regarding City Council’s Sept. 22 approval of ordinances 2025-15 and 2025-16.

Since filing that initial request, Trish Marvel, who owns and resides in a home on Shawnee Road — directly adjacent to the Cypress Hall development — has joined me in asking council to place on its next regular agenda a motion to reconsider and rescind those ordinances.

All the concerns detailed in the original letter remain unchanged:

  • Statements during the meeting that council was “locked into” approval
  • The refusal to entertain a motion to rescind at the close of the meeting
  • Outstanding agency reviews marked “Comment Remains” in the official packet
  • Unresolved public safety and infrastructure issues, including school capacity, road widths and emergency vehicle access

Now, a time-sensitive request: Because Delaware Superior Court rules require that any petition for a writ of certiorari be filed within 30 days of council’s Sept. 22 vote, we respectfully request that council either schedule this motion for reconsideration on its next regular-meeting agenda or otherwise provide a formal response no later than Oct. 6. If council does not act or indicate its intent by that date, we will have no choice but to protect our rights by seeking review in the Superior Court of Sussex County.
