DOVER — A 15-year-old Dover male was shot to death Sunday and an arrest was later made, authorities said.

The investigation began at 8:33 p.m., spokesman Master Cpl. Ryan Schmid said, when Dover Police Department was called for a shooting in the area of South Governors Avenue and West Reed Street. Officers responded and located the juvenile, who had sustained gun shot wounds as a result of the shooting. He was pronounced dead at the scene, police said.

On Monday, police identified Elijah Kellum as the juvenile who died.

According to police, investigation determined that the juvenile was walking in the area of West Reed Street and South Governors Avenue when a group of suspects ambushed him and fired multiple shots at him.

Police said Breshawn Best, 19, of Dover, was identified as one of the people responsible for this shooting. He was located and taken into custody without incident.

Mr. Best was charged with first-degree murder, possession of a firearm during the commission of a felony, possession of ammunition by a person prohibited, carrying a concealed deadly weapon and first-degree conspiracy. He was committed to Sussex Correctional Institution on $1,086,000 cash bail.
