Dover Police said investigation began at 4:04 a.m., when officers were called to the unit block of South New Street for the report of shots fired. Officers reviewed downtown surveillance and observed a suspect in the area holding a firearm, police said.

Officers responded to the area and took the suspect, identified as Agmere Matthews, into custody without incident.

Police said 23 grams of crack cocaine were located, and an undisclosed amount of money on Mr. Matthews when he was taken into custody.

Mr. Matthews was charged with possession of a firearm during the commission of a felony, possession with intent to deliver a controlled substance in a Tier 2 quantity, and possession of a firearm by a person prohibited. He was committed to Sussex Correctional Institution on $55,000 secured bail.
