The new $60 annual fee on non-plug-in hybrid and other electric vehicles, under House Bill 164, is penalizing Delawareans who purchased them to do the right thing and help reduce the impact of fossil fuel use.
In addition, it is also unfairly penalizing older adults who now drive less per year than the rest of the population, as they may no longer be working or are trying to reduce their mileage to save on car insurance payments.
There has to be a better way to ensure that our roads are kept in good repair.
