Seriously, panhandlers have probably been around intersections and in medians since the beginning of transportation time. It is a driver’s responsibility not to hit anyone. Period.
This includes any pedestrians walking anywhere in or around any and all roads. Isn’t it bad enough that these people are in such dire straits that they have a need to ask for money?
Let’s have some human kindness and maybe ask police officers to give them rides to shelters or other locations, where they can get services and hot meals.
