Phil spent many years as a waterman. He would go on to sell life insurance. He later became a correctional officer at the Eastern Correctional Institution, where he was affectionately known as "P.Diddy" by his fellow officers. He retired from E.C.I. in 2020.

He is survived by his wife of 38 years, Cindy, of Crisfield; son, Storm Marshall, of Crisfield; daughter, Jody Soukup, and husband Kevin of Crisfield; a very special niece, Angela Insley, and wife Amber of Crisfield; six grandchildren, Devan Soukup, Noah Soukup, Skylar Marshall, Autumn Marshall, Paxton Insley, and Kadence Insley, all of Crisfield; sister, Carolyn Evans; brothers, Russell Marshall and Dallas Marshall and wife Gayle; sisters-in-law, Betty Marsh and husband Kevin, Nancy Martin and husband Chuck, and Diane Hill; brothers-in-law, Ozzie Hill and wife Mary Kaye and Danny Hill; and several nieces and nephews.
